American, US Airways one step closer to merger

(AP) ? American Airlines and US Airways are one step closer to a potential merger.

The companies said Friday they have started confidential merger talks. But a deal is still far from reality.

"It does not mean we are merging ? it simply means we have agreed to work together to discuss and analyze a potential merger," US Airways CEO Doug Parker said in a letter to employees Friday.

Such a merger would put the combined airline on par with the world's largest ? United Continental Holdings Inc. ? and the slightly smaller Delta Air Lines. Its position as the No. 1 or No. 2 airline in the world, based on how many miles its passengers fly, would depend on how many routes anti-trust regulators force the combined airline to abandon.

Many industry experts say the only way American and US Airways can compete with larger rivals is by merging their strengths. US Airways would gain American's lucrative international routes while American's larger hubs would be fed passengers from US Airways' network in smaller U.S. cities.

For passengers, a merger would have no immediate impact. But a year or two into the combination, changes would ramp up: Frequent flier programs would merge, fares could rise, planes would take on American Airlines' colors and glitches could surface as their reservation systems integrate.

Parker has been pushing for a merger since American's parent company, AMR Corp., entered Chapter 11 bankruptcy protection on Nov. 29, 2011. American Airlines CEO Tom Horton has said his airline is weighing several options, including remaining independent or merging with one of several airlines, including US Airways Group Inc.

One wildcard: British Airways' parent company International Consolidated Airlines Group, which confirmed Friday that it too had signed a non-disclosure agreement with American. Foreign investors are prohibited from owning more than 25 percent of a U.S. airline but a cash infusion from British Airways could help American remain independent or give Horton enough leverage so his leadership team can call the shots in a merger with US Airways.

AMR still has to work itself through the bankruptcy process. It has exclusive rights until Dec. 28 to present the court and its creditors with an exit plan. Government regulators would have to sign off on any merger and then the process of actually combining operations could take years.

US Airways previously said the combined airline would keep the American name and American's participation in the OneWorld alliance, which includes British Airways, Cathay Pacific, Qantas and eight other carriers. If past mergers are any indication, frequent flier miles would ultimately be merged into American's AAdvantage program.

In the past decade, the airline industry has seen the combinations of Delta with Northwest, United with Continental and Southwest Airlines Co. with AirTran. Further consolidation is likely to mean higher airfares for passengers. The price of a domestic round-trip flight has climbed nearly 20 percent, when adjusted for inflation, over the last 10 year according to the Bureau of Transportation Statistics.

American currently serves about 250 cities in more than 40 countries with 3,400 daily flights. US Airways has 200 destinations in 28 countries with 3,200 daily flights. There is some overlap. But by joining forces the combined airline becomes more attractive to companies seeking to fly employees around the globe with few connections.

US Airways passengers would gain access to American's international destinations, particularly London and Latin America. American's passengers would be able to better connect to smaller U.S. cities that US Airways serves.

The combined carrier would have considerable presence in New York, Philadelphia, Washington, Charlotte, N.C., Miami, Chicago, Dallas, Phoenix and Los Angeles. It is unclear how many of those cities will survive the merger. In past mergers, airline executives have promised not to close any hubs but have gone ahead and dramatically reduced service in once-key cities.

The two airlines currently have a combined 97,000 employees, although American has been quickly shrinking its payroll as it moves through restructuring in bankruptcy court. Past airline mergers have led to job losses.

US Airways has said that it would move its headquarters from Tempe, Ariz. to American's in Fort Worth, Texas.

Nothing in the non-disclosure agreement with US Airways prevents American from discussing a merger with another airline. It just can't disclose details of its US Airways merger talks with a third party. In a note to American Airlines managers Friday morning about US Airways, the airlines said "other parties have also signed confidentiality agreements."

International Airlines Group, parent of British Airways and Spanish carrier Iberia, is one of those parties, British Airways spokeswoman Caroline Titmuss said Friday. The two airlines already have a joint business agreement for flights across the Atlantic Ocean and were founding members of the OneWorld frequent flier alliance.

The agreement with British Airways could be a sign that American is lining up the financing to remain independent, said Ray Neidl, an airline specialist with the Maxim Group.

American spokesman Bruce Hicks wouldn't say if any other airlines had signed one.

The CEOs of JetBlue Airways Corp. and Alaska Air Group Inc. have both publically said they are not interested in a merger with American. JetBlue spokeswoman Alison Croyle said Friday that the airline has not signed a non-disclosure agreement with American.

Virgin America and Frontier Airlines, part of Republic Airways Holdings Inc., have also been discussed as merger partners but representatives from the airlines have declined to comment, saying it was just speculation.

Regardless, US Airways is the most-likely partner for a merger.

"I don't think there's really any other realistic prospect out there for American," said Savanthi Syth, an airlines analyst with Raymond James.

The airlines warned in a joint press release that they will not "provide any further announcements regarding the status of any such discussions unless" a merger is ready to be announced or if the talks fall apart.

US Airways' stock closed Friday at $10.66, up 2.5 percent. Shares in the company have more than doubled since AMR filed for bankruptcy, driven up by merger speculation.

Green Blog: A Late Bet on Coal May Not Pay Off

The Prairie State Energy Campus, a vast new coal-fired power plant and mine that is now approaching completion in downstate Illinois is likely to be one of the last of its kind in this country, given that new Environmental Protection Agency regulations bar plants that put out as much carbon dioxide as conventional coal plants. The builders, a consortium of municipal utilities and co-ops across eight states from Missouri to West Virginia, rushed to get it up and running before greenhouse rules could stop it, convinced that coal would be cheaper for the next few decades than alternative sources, like gas or nuclear.

But at least for the near term, the owners will be paying extra for electricity, according to a report produced at the behest of anti-coal groups. When the construction cost rose from the $4 billion estimate to what the opponents put at $4.9 billion, the price of electricity from the project, which includes the capital cost, went above the cost of electricity bought on the open market in the Midwest, according to the report, produced by the Institute for Energy Economics and Financial Analysis, a nonprofit group in Belmont, Mass.

?The Prairie State coal plant is turning out to be the financial and environmental nightmare that many of us feared when the plant was proposed,?? said Sandy Buchanan, executive director of Ohio Citizen Action. Mostly because of the low price of natural gas, a megawatt-hour of electricity in Ohio now wholesales for about $40, but power from the first unit of the plant, which went into service in June, costs about $60, the groups pointed out, and the customers face some additional charges because of a slight delay in getting the generators into service. The second half is due on line late this year.

The details, though, are complicated. While production costs are clearly now above the market average, natural gas is at a record low, at a little over $3 per million B.T.U., and whether the plant remains above market depends on the price over the next 30 years. (In 2007, when the decision was made to build the plant, prices were about double what they are now. )

When the first unit began operation, the consortium building the plant said that the 2007 decision to build ?was based on sound long-term forecasts?? and that the plant?s output ?would be very competitive with other fuels such as nuclear and natural gas over the anticipated 30-plus year life of the facility, which remains the case today, even with some operating delays.?? Natural gas prices will vary but coal prices will remain stable, the consortium said.

While the future price of gas is one of the great uncertainties of the energy economy, one element of the price is the cost of production, which depends in part on continued use of fracking, a technique that some of the groups, including Ohio Citizen Action, oppose.

And the environmental effect is also uncertain. Prairie State?s builders say that adding 1,600 megawatts will accelerate the retirement of older plants, many of them coal. And those plants often lack scrubbers that control sulfur emissions and precipitators that catch the ash, and other controls required on new plants. In addition, modern plants like Prairie State operate more efficiently and produce more electricity per ton of coal, and thus somewhat less carbon dioxide per ton.But Tom Sanzillo, lead author of the report, said in a conference call with reporters that the new capacity would also crowd out wind and solar, which are cleaner, and efficiency, which is cheaper. He said he was not sure what effect it would have in decisions about old coal plants facing low natural gas prices, low demand and high costs for new pollution control equipment.

Raj G. Rao, the chairman of Prairie State and the head of the Indiana Municipal Power Agency, which is a part owner, predicted a different path. In 2007, he said, electricity on the spot market sold in the vicinity of $80 a megawatt-hour, but the price collapsed when industrial demand declined in the financial crisis; it will bounce back when the economy does, he predicted.

The current argument has a touch of irony. The developers sold the project to the public power entities (municipal electric departments, power authorities and co-operatives) in part with the argument that they could reduce their exposure to the vicissitudes of the electricity marketplace by becoming owners rather than buying on the spot market, and by buying the fuel as well as the power plant, in the form of a 30-year coal supply adjacent to the plant.

Vic Svec, a spokesman for Peabody, said that having the users buy shares of the plant in proportion to their power needs was a common approach for projects like this. ?Ultimately, when the scorecard is complete, we firmly believe Prairie State will continue to provide reliable, clean, low-cost electricity for the benefit of millions of customers in multiple states for decades to come,? he said.

But Mr. Sanzillo said the buyers had taken on risk they could not afford. ?This was supposed to be low-cost electricity that put municipalities in a better position, not a worse position,?? he said.

Mr. Rao predicted that gas would increase in price when the United States began exporting.

?Japan is buying liquefied natural gas for $18, and India for $15 or $17. Our $3 gas is not going to stay here,?? he said. ?The average price could cost up to $7 in three to five years.?? And that would make Prairie State?s output look cheap, he said.

Buying the Granny Smith game is the best buck you'll spend this week

So imagine you're a sweet little granny, who wears roller skates and can use a cane like some sort of geriatric ninja. Add in a chubby little thief, who seems to have one goal in life -- to steal your apples. No, this isn't some bizarre M. Night Shyamalan film, it's a great new game from Mediocre. The same folks who brought us Sprinkle now have a new title, and I predict it will be an instant hit.

It's simple to play -- tap the right side to jump, and the left side to swing your cane and grab things overhead. You'll twist and turn through 36 levels where you get dirty with pigs, break through windows, and generally show some amazing parkour skills to get your apples before the thief does. It sounds simple to play because it is, and it sounds fun as hell because it is. 

If you're rocking a Tegra 3 device, it's even better. Granny Smith is fully Tegra optimized, with extra "breakables", scenery, and particle physics. That's not to say it doesn't play well on other devices, but you get that little bit of extra oompf from the Tegra. Be honest, that little bit of extra oompf is why we bought Tegra devices to start with.

(AP) ? Republican presidential Mitt Romney is telling veterans that he will make jobs a top priority.

Romney addressed the American Legion on Wednesday. He says President Barack Obama's biggest failure is that he's not delivered on the jobs that he has promised to returning veterans.

Romney is pledging that as president that he will get America to work again.

Romney, who is considering whether to visit the Gulf Coast after Isaac, opened his remarks noting that seven years ago the country was bracing for Hurricane Katrina. He says the country must do all it can to help people on the Gulf Coast.

Aspirin study shows benefit for prostate cancer patients | KDVR.com ...

You may have heard that having aspirin on hand can prevent a heart attack from becoming deadly, but new research shows what could be another benefit.

Aspirin could cut your risk of developing certain types of cancer.

A new study published in the Journal of Clinical Oncology looked at nearly 6,000 prostate cancer patients.

Their treatment included surgery and radiation. Just over one-third were taking aspirin for other ailments, it turned out that those patients were less than half as likely to die as a result of the disease.

Dr. Fernando Kim, Chief of Urology at Denver Health Medical Center warns that while the study offers hope, it?s not time to jump to the conclusion that aspirin can cure cancer and adds, ?This study does not show that all men. or any man, who takes aspirin who will develop cancer will benefit or increase survival.?

Dr. Kim does say that aspirin has an extraordinary track record when it comes to other health benefits, like guarding against heart problems, and the new research may lead doctors to better treatments for cancer patients.

He explains, ?We identify patients that can have aspirin in terms of cardiovascular diseases but in terms of prostate cancer we didn?t know (yet).?

The big question for many, should you begin taking aspirin in hopes of cutting your chances of developing cancer? Dr. Kim says self-prescribing aspirin is a dangerous thing to do.

Not everyone can benefit from the blood thinning effects of aspirin, especially those with ulcers or bleeding disorders.

He emphasizes, ?There is no miracle drug that can treat everyone, there are patients that are specifically well designed for aspirin use, but not everybody should be taking aspirin.?

Typhoon pounds South Korea, smashes ships; 9 dead

SEOUL, South Korea (AP) ? A powerful typhoon pounded South Korea with strong winds and heavy rain Tuesday, killing nine and churning up rough seas that smashed two Chinese fishing ships into rocks and forced the coast guard to perform a daring rescue of survivors.

Rescuers saved 12 fishermen and searched for 10 still missing from the ships that hit rocks off South Korea's southern Jeju island. Five fishermen were killed, officials said.

Separately, at least four other people died as Typhoon Bolaven knocked out power to hundreds of thousands of South Koreans, canceled flights and temporarily halted joint war games by U.S. and South Korean military forces.

North Korea, which is still struggling to rebuild from massive floods and a devastating drought before that, was next in the typhoon's path. Heavy rain and strong winds hit many parts of the country Tuesday, a day that was supposed to be a North Korean celebration of its young people.

The typhoon knocked down hundreds of trees, destroyed power cables and caused blackouts in the western cities of Kaesong and Haeju, the North's official Korean Central News Agency said. It said damage was expected to grow as the typhoon moves across the country.

Off South Korea's Jeju island, dangerous waves kept rescue vessels from approaching the wrecked fishing ships. The coast guard used a special gun to shoot rope to one ship so officers could pull themselves over and bring the fishermen back to shore, coast guard spokesman Ko Chang-keon said.

Eighteen fishermen survived. The coast guard rescued 12, and the others swam or were washed ashore.

South Korea issued a storm warning for the capital, Seoul, as Bolaven battered the country's south and west, knocking over street lights and church spires and ripping signs from stores. A large container box crushed an apartment janitor to death, a woman fell to her death from a rooftop where she kept dried red peppers and another person died after bricks hit a house, according to disaster and fire officials. An 80-year-old man died after a small makeshift building fell on him, officials said.

Strong wind gusts left Seoul streets covered with leaves, garbage and branches. More than 15,000 schools canceled classes, and businesses and homes taped windows or pasted the glass with wet newspapers to keep them from shattering.

About 1.7 million South Korean homes and businesses lost power, the National Emergency Management Agency said, though all but about 200,000 had electricity restored by Tuesday night.

More than 80 families were left homeless because of floods or storm damage. Nearly 200 flights were canceled, 860 hectares (2,130 acres) of farmland were flooded and 32 ships were damaged, the agency said in a statement.

In Pyongyang, North Korea's capital, Associated Press cameras captured cars splashing through slightly flooded streets, spraying people on crowded sidewalks who scrambled to avoid the water. Residents appeared to be going about their daily lives, though many wore rain boots and jackets, angling their umbrellas to fight the wind and rain.

The bad weather came on North Korea's first Youth Day since new leader Kim Jong Un took over in December.

Big rainstorms often mean catastrophe in the North because of poor drainage, deforestation and decrepit infrastructure. North Korea is still trying to help people with food, shelter, health care and clean water after heavy flooding in July, according to a recent United Nations situation report. More than 170 died nationwide, and tens of thousands of homes were destroyed in the floods, according to official North Korean accounts.

Many flood victims still live in tents with limited access to water and other basic facilities, the U.N. report said, and there is worry about increased malnutrition in coming weeks. Two South Korean aid groups had been scheduled to visit the North Korean city of Kaesong for talks Wednesday on flood aid, but the North on Tuesday canceled the meeting, according to aid group officials. One of the groups said the North cited strained ties between the two Koreas.

Weather officials had warned that Bolaven would be the strongest typhoon to hit the region in several years, but its gusts weren't as powerful as predicted.

The typhoon hit the southern Japanese island of Okinawa on Monday, injuring four people but doing less damage than feared before moving off to sea. More than 75,000 households lost power.

Farther south, another typhoon, Tembin, doubled back and hit Taiwan three days after drenching the same region before blowing out to sea. Fierce winds and rain toppled coconut trees in the beach resort town of Hengchun.

In Manila, the Philippine weather agency reissued typhoon warnings to residents and fishermen for Tembin, which blew out of the archipelago over the weekend. Fishing boats in the north were urged not to venture out to sea while larger ships were warned of possible big waves and heavy rains.

Dozens dead in Sudan's S. Kordofan: rebels

Sustained fighting in Sudan's South Kordofan state has killed several dozen government troops and five rebels, the insurgents claimed on Sunday after the army said it repulsed them.

The Sudan People's Liberation Movement-North (SPLM-N) said "fighting is still continuing inside Al Moreib," a village in Rashad district of northeastern South Kordofan.

"So far from enemy side 61 men were killed and large numbers wounded," the SPLM-N said. "We lost five martyrs and seven others are slightly injured."

The rebels first reported a battle in Al Moreib on Friday, when they accused the government of attacking and looting the area. Two other Rashad-area villages had earlier been attacked by government soldiers and militia, they said.

Late on Saturday the army said it had "clashed with the rebels and drove them outside the area" where they had been "terrorising and intimidating" residents.

It said one soldier and more than two dozen rebels were killed.

Access to the region is restricted, making verification of casualty claims difficult.

Ethnic minority insurgents of the SPLM-N have been fighting in South Kordofan since June last year and in Blue Nile state since September.

They were allies of southern rebels during Sudan's 22-year civil war, which ended in a 2005 peace deal and South Sudan's independence in July last year.

Sudan accuses South Sudan of supporting SPLM-N, a charge which analysts believe despite denials by the government in Juba.

The number of people affected by the fighting has more than doubled since December, according to UN figures, and now stands at more than 650,000.

The UN has expressed concern for months about a worsening humanitarian situation in the war zone, where Khartoum cited security concerns in tightly restricting the operations of foreign aid agencies.

But in early August Khartoum signed a memorandum of understanding with the African Union, Arab League and UN to allow for humanitarian access throughout South Kordofan and Blue Nile -- including in rebel-held areas.

A similar memorandum has been reached with the rebels but no start date has been announced for the aid operation.

The rebels said on Friday that the attacks around Al Moreib aimed to stymie the international aid plan but a senior ruling party official called the accusation false, saying the government is committed to allowing relief into the war zone.

Shareholders get $3.2 bln if Heineken offer is approved

Singapore conglomerate Fraser and Neave (F&N) said Friday it plans to distribute Sg$4.0 billion ($3.2 billion) to shareholders if an offer by Dutch firm Heineken to buy its stake in a brewery is approved.

F&N shareholders are due to vote at an extraordinary general meeting (EGM) on whether they are in favour of Heineken's revised Sg$5.6 billion offer for F&N's stake in Asia Pacific Breweries (APB), the maker of Tiger Beer.

A date for the EGM has yet to be set.

Heineken already owns 42 percent of APB and is seeking full control of the brewery by buying over long-time partner F&N's direct and indirect stake of 40 percent as it moves to expand in the fast-growing Asian beer market.

The Amsterdam-based Dutch beer giant said last week it had inked a definitive agreement with F&N's board to "irrevocably recommend" the proposed deal to shareholders.

In a statement issued late Friday, F&N said that if the deal is approved, "the company intends to distribute approximately Sg$4.0 billion from the cash proceeds of the proposed transaction to shareholders."

The cash distribution, representing 84 percent of the gains after transaction costs, will be done through a capital reduction exercise aimed at achieving a "more efficient capital" structure for the company, F&N said.

The rest of the proceeds, or about Sg$1.6 billion, will be used to repay existing debt and strengthen the balance sheet of the F&N Group.

Heineken has said the deal, if approved, was expected to be completed in the fourth quarter of this year, but no later than December 15.

The Dutch brewer was forced to up its bid to Sg$5.6 billion from Sg$5.1 billion to fend off a rival party headed by Thai billionaire Charoen Sirivadhanabhakdi.

Charoen's Thai Beverage is a key shareholder in F&N, along with Japanese brewer Kirin Holdings.

Chimp Research Facility Found Not Guilty of Breeding Animals

Senior officials at the US National Institutes of Health (NIH) have concluded that a major chimpanzee research centre did not violate the biomedical agency?s breeding moratorium, despite 130 infants being born at the centre to NIH-owned parents between 2000 and 2010 (see 'Lab bred chimps despite ban').

The assessment, carried out by the NIH?s Office of Extramural Research and obtained by Nature under the US Freedom of Information Act, argues that the New Iberia Research Center (NIRC), part of the University of Louisiana at Lafayette, did not violate the 17-year-old moratorium for two reasons. First, its 3?4% mortality rate during the period matched those of other NIH-supported chimpanzee centers. Second, the centre did not make additional charges to the NIH as a result of the births.

?Based on?a decrease in census and no increase in cost?NIRC has not violated the [NIH] moratorium,? the document states. It also argues that the NIRC?s contraception program ? which it says led to a 13% average annual conception rate in the years leading up to 2010, down from 50% in 1995 ? ?is within acceptable limits? for preventing pregnancy in the federally owned colony. It notes that the NIRC has assumed ownership of the infants, as is required under its written agreement with the NIH.

The Louisiana centre houses approximately 350 chimpanzees, of which the NIH owns 111. The agency pays the centre more than US$1 million a year to maintain its own animals and to support about 100 other chimps. Because of the high costs of lifetime maintenance of chimpanzees, the NIH has had a breeding moratorium in place since 1995. During the period in question, the NIRC used contraceptive methods that included: housing males and females separately when social groupings allowed; performing vasectomies on selected males; and using the implantable progestin Norplant and intrauterine devices.

Ongoing efforts
James Blanchard, the interim director of the NIRC, said in an email this week that the NIRC?s conception rate for the past two years has been less than 1%. This, he wrote, ?is a reflection of our ongoing efforts to provide responsible management of the NIH chimpanzee colony.?

But Kathleen Conlee, vice-president for animal-research issues at the Humane Society of the United States, which first learned of the births through public-records laws, says that the criteria used by the NIH to determine whether the ban was breached ? whether the center?s costs or total census increased ? are ?unacceptable?. ?How NIH has interpreted whether the NIRC bred chimpanzees is very misleading,? she says. ?It should be based on whether breeding occurred.?

Conlee notes that an NIH working group is now determining criteria for the agency?s funding of future chimpanzee research, responding to a report made last year by the US Institute of Medicine that concluded that invasive research is largely unnecessary. In addition, Congress is considering a bill that would end invasive research in great apes (see 'Bill to end US chimp research advances'). In this context, Conlee says, NIH officials ?are driven to not appear as if they weren?t properly monitoring the situation?.

But Gregory Kaebnick, a bioethicist at the Hastings Center in Garrison, New York, says that the drop in the reproduction rate during the moratorium indicates that ?the chimps were breeding, but the NIRC arguably was not breeding them?.

However, he adds, ?Though what NIH is doing here is comprehensible, within the letter of the law, there?s a certain amount of foot-dragging. Ultimately, they need to come to terms with the larger ethical debate.?

Interview with Chris Farrell: 401k's, Personal Finance and Where We ...

chris farrell photoWhen it comes to financial matters, it?s hard to find a more trusted voice, than Marketplace Money?s?Chris Farrell. I love the down-home and simple advice he gives during interviews as well as his syndicated newspaper and magazine columns. He?s a firm believer in developing a ?margin of safety? within your personal finances and has authored several books including his latest ? The New Frugality?(that Charlie reviewed in July of 2010). Farrell was nice enough to answer a few of our questions. We hope you find them beneficial.

What one thing do you think more people should be doing with their finances today? ? but aren?t?

Well,? I think people are doing a good job trying to save more and pay down debts. It isn?t easy with high unemployment, underemployment and stingy pay raises. What I do think people should focus a lot more on is on planning their careers and developing their networks. Of course, it isn?t easy getting a job these days and many people are struggling to hang on to their job or find a new one.

Still, the main lesson of two bear markets and two recessions in less than a decade is that most of us will need to work longer, well into the traditional retirement years. What does that mean for you? What kind of jobs would you like to do? What skills or education do you need to launch a second or third career? It?s important to manage a career over a lifetime and in the personal finance advice business I don?t think it gets emphasized enough.

What?s the number one question you get most often ? and how do you answer?

The big question these days involves college and student loans. (It used to be credit cards and credit scores.) Parents and their students are worried about the high cost of attending college. Recent college graduates are struggling to pay down their student loans.

Let?s get one thing out of the way: A college education pays, although what I should really say is what counts is postsecondary education. A college education to me includes everything from a certificate earned at a community college to a community college associates degree to a B.A.? The Great Recession has been brutal on most workers, but those without a college degree have suffered the most.

For those heading off to college my advice is to borrow with extreme care. Parents and their students should think through the financial downside as well as the upside of their college choices. Too much debt is a mistake. Everyone should adopt a green-eyeshade mentality and shop for the best deal. Borrow as little as you can with federal student loans. Avoid private student loans. The former give you a number of options to restructure your student loans if your financial circumstances are hard. The latter don?t.? For those who have graduated from college with student loans I advocate picking the repayment option with the lowest monthly tab?for now. Buy yourself some financial breathing room. The drawback to this strategy is it can raise the overall cost of your college sheepskin. There is no prepayment penalty with student loans, however. Once you start making a decent income you should get aggressive about eliminating the debt.

Do you think 401k?s will become a thing of the past with the ?newer? revelations of their high fees?

No, 401(k)s will be with us for a long time, although the retirement savings product will be tinkered with in an attempt to improve it. The revelation about fees is only the latest reform.? Fees will come down, which is good. It?s about time.

The big problem with the 401(k)s is employees bear all the risk, deciding how much to invest and where to invest it (among the options chosen by their employer). A cottage industry of behavioral economists has chronicled how poor most people are at making sound investment decisions. Finance economists are devising alternatives that merge the portability benefits of 401(k)s (the 401(k) fits the needs of a mobile workforce) with a more assured income in retirement, reminiscent of the traditional pension plan. Problem is, major reform fatigue has set in Washington and it is hard to see much of a change in coming years. Too bad.

In your book, the New Frugality, you talk a lot about creating a ?margin of safety?. Can you explain this idea a bit?

In practical terms, creating a margin of safety is siphoning more of our earnings into savings, paying off debts and borrowing less. Some examples of managing money with a margin of safety perspective is putting a down payment of 20% or more on a home, savings covering 12 months or so of expenses and spending less than you earn. A healthy financial buffer offers shelter against terrifying downturns in the economy, as well as life?s inevitable setbacks, such as an illness.

But a margin of safety involves much more than taking out an insurance policy against tragedy and trauma. By finding the finding the right balance between caution and boldness a margin of safety allows for sensible risk-taking over a lifetime. A healthy household balance sheet lets us to pursue intriguing opportunities when they come along, to take risks that might lead to a more satisfying career, to embrace changes in our lives that could lead to greater happiness. Safety and opportunity, like risk and return, are two sides of the margin-of-safety coin.

You also talk about how folks turn their money over to professionals too much (to manage). How can people get past their fears in managing investments, etc.

Is there a couple rules to follow that make it more simple? For one thing, simplicity is an underappreciated virtue with money. The risks and rewards of simple investments are easy to grasp and monitor. The expenses associated with plain vanilla products are low. Another reason for keeping it simple is how busy we all are today. We don?t have the time to become a financial specialist, and most of us don?t want to spend hours managing our money. You want to control your money. You don?t want your money to control you.

Stick to what is safe and simple. You?ll be better off financially and you?ll have more time for the more important things in life. How do you do it? Well, even though you?re hardly getting paid anything for your money, you know the principal is safe socking it away every month into an online savings account, a credit union savings account, and U.S. Treasury bills. The key here is to build up a margin of financial safety. When it comes to savings for your retirement you can?t go wrong following the advice in books like The Random Walk Guide To Investing by Burton Malkiel. It?s short and to the point, with an emphasis on low fee and index funds. Don?t try to beat the market or be a Wall Street trader.

Some are predicting more troubled days ahead for the economy (student loan bubble, deep US debt from bailouts, etc). Are you more optimist or pessimistic about where things are headed for the US?

I?m essentially optimistic about the economy, with some bumps along the way.? We?re well educated. We have a lot of human capital. Our major corporations are globally competitive. Technological innovation is flourishing. I think it?s a mistake to underestimate the wellsprings of creativity in the economy.
