    (AP) ? Bedtime at Katherine Heigl's house can take a while. As a mom of two daughters and seven other kids of the four-legged variety, she likes to give each one special attention.

    The Emmy Award winner says first she tucks in her girls, 4-year-old Naleigh and baby Adalaide, who turns 1 in April. Then she takes her seven dogs through their own nighttime ritual.

    "I literally put each one to bed and every one of them gets hugged and kissed before they go to bed," she laughed in a recent interview. "It sounds absurd because there are some nights where you're like, 'I'm exhausted!' but there's never a night where I don't want that time with them."

    The actress has channeled her love of animals to ending animal abuse. She's launching a line of pet products called Just One where portions of the proceeds go to help programs that foster, train, neuter and rescue animals.

    Merchandise ranging from pet collars to apparel and accessories for people is available on the product's website.

    "It's been an interesting and long process developing this and it feels so rewarding and exciting that it's coming to fruition," said the 33-year-old actress in a recent interview.

    Recently she even helped fund two transport flights to send animals from Los Angeles kill shelters to North Shore Animal League on Long Island, New York, which is known as the world's largest no-kill shelter.

    Heigl says she understands not everyone can afford to help the way she can but says, "If every person does one small thing to help one pet that could be the solution to the whole problem."

    Heigl says she bought her first three dogs ? miniature schnauzers ? because "I just didn't know any better." Since then, she's been turning to rescues. "One dog I rescued from Rhode Island while filming '27 Dresses.' I love older dogs. I think people don't realize how much easier they are than puppies. I think they just sense or know that they have you to thank."

    U.S., China tout progress on trade irritants

    WASHINGTON (Reuters) - After a year of clashes on trade and investment issues, senior U.S. and Chinese officials touted progress on Wednesday on a number of commercial irritants as a sign of the commitment both countries have to building a stronger relationship.

    China agreed to take further steps to address U.S. concerns about widespread piracy and counterfeiting of American-made goods by strengthening enforcement of intellectual property rights and promoting the use of legal software by state-owned banks and state-owned enterprises, Chinese Commerce Minister Chen Deming told reporters after the meeting.

    Such recycled pledges are a staple of the annual U.S.-China Joint Commission on Commerce and Trade (JCCT), but U.S. officials said it was important to keep up pressure on the issue because of the big potential payoff for U.S. firms.

    "Some of these issues may seem a bit esoteric, but they can make the difference between millions, billions of dollars of new exports and jobs being retained here at home," U.S. Trade Representative Ron Kirk told reporters.

    The past year has been a particularly bumpy one for the U.S.-China trade relationship, with the United States initiating a number of trade complaints against China at the World Trade Organization and slapping duties on high-value Chinese exports such as solar cells and wind turbine towers.

    During the recent U.S. presidential campaign, both President Barack Obama and his Republican rival Mitt Romney also argued about who would do a better job of standing up to Beijing and fighting for U.S. jobs.

    Chen said the United States made commitments in Wednesday's meeting to promote exports of high-technology goods to China and promised Chinese companies fair treatment when their plans to invest in the United States are reviewed for national security purposes.

    China has long pressed the United States to ease its restrictions on exports of high-technology goods, and the Obama administration is in the process of a comprehensive reform effort that is expected to make it easier for many countries, including China, to buy those items from American firms.

    However, acting Commerce Secretary Rebecca Blank said that would not apply to items on the U.S. munitions list because the United States does not allow arms exports to China.

    The JCCT is an annual forum launched in 1983 for the two countries to address trade and investment concerns.

    JOBS AND ECONOMIC GROWTH

    Some recent high-profile Chinese investments in the United States have been rejected on national security grounds, although U.S. officials say most projects are welcomed with open arms as a source of new jobs and economic growth.

    The head of the Chinese delegation, Vice Premier Wang Qishan, took a shot at U.S. suspicions of Chinese state-owned enterprises that dominate China's economy and the important but often unclear role of the ruling Communist Party in those firms.

    "You can't deny the fact that some Americans lack understanding of China and have stereotypes about China," he said in remarks at a dinner of officials and business leaders of the two countries on Wednesday night.

    Wang said he asked U.S. counterparts, "Can you conduct a security check without doing a political background check? Do you normally ask Americans what party they belong to?"

    Kirk estimated total Chinese investment in the United States at about $9 billion, up "over 600 percent" in last three years.

    The U.S. trade deficit with China hit a record $295 billion in 2011 and is expected to set a new record this year when final figures are announced in February.

    Chen said China also pledged not to force U.S. companies to transfer technology as a condition for doing business in China and negotiate "as quickly as possible" to join the WTO's agreement on government procurement.

    However, both U.S. and Chinese officials said China and other WTO members remained far apart on the definition of public works projects that would be covered in any market-opening agreement.

    China also agreed to delay a proposed regulation that could impede U.S. auto exports until the United States has a fuller opportunity to express its concerns, officials on both sides said.

    U.S. Chamber of Commerce official Jamie Waterman said agriculture was another key concern for this year's talks.

    In agriculture, "the absence of product approvals for roughly a year is a serious concern and has the potential to create real challenges for China," he said.

    With ongoing leadership transitions in Beijing and Washington it was important that working-level officials hold up "the JCCT as one of the pillars of stability in this relationship," said Kirk.

    "The true success of this plenary will be judged by those who rely on the JCCT to deliver measurable results that help stabilize and enhance our trade and investment relationships," he said.

    Obama is expected to bring in a new economic team for his second term, which begins in January.

    Meanwhile, Chinese Vice President Xi Jinping took over the leadership of the Chinese Communist Party in November and will become head of state at March at the annual parliament meeting.

    Samsung was one of the first to join the Windows Phone parade with the Focus, and was quick to follow up with devices like the Focus S. It's been unusually conservative with Windows Phone 8, however: the ATIV S ($100 on contract through Bell Canada) is the last of the big three flagships to arrive in 2012, following weeks after the HTC Windows Phone 8X and Nokia Lumia 920 went on sale. Some would argue that Samsung has been especially conservative with the ATIV S, given that it shares the same 4.8-inch screen, Snapdragon S4 processor, cameras and overarching design traits with Sammy's other flagship phone, the Galaxy S III. There's a real worry that someone visiting the carrier store will see both devices and pick the Galaxy simply through name recognition alone.

    And yet, they're not entirely cut from the same cloth: there's a design twist or two, a larger battery and, of course, a switch to an entirely different ecosystem. Some will want the phone to try Windows Phone's simpler, at-a-glance interface concept; others are shopping solely inside of Microsoft's universe and want to know if expandable storage and Samsung's custom app suite fend off rivals. We already have lots to like, but there are a few punctures in the ATIV S' faux-metal armor that will keep it from being the handset for everyone, even if they do prefer Windows Phone.     A Look at State Gun Laws Across the Country, California Most Tough Regulations

    The latest tragedy in Connecticut has once again sparked the debate over gun control.

    Gun laws differ in each state. Some have tight rules, while others don't have many regulations.

    California has some of the toughest laws in the country. Gun control advocates say they would like every state to get on that same page, but some say the rules are too strict.

    It's an issue that's created heated debate for decades, and gun control is now front and center once again. Advocates for tighter laws say now is the time to act.

    Robyn Thomas, Law Center to Prevent Gun Violence says, "It's just amazing that people don't realize that having weak gun laws just makes your life a heck of a lot more dangerous. It doesn't make you any safer."

    Fresno gun store owner Barry Bauer says, "The trigger doesn't pull itself. Somebody has to pull the trigger."

    Statewide gun laws across the country vary. Some states have strong regulations in place, while others are very lenient.

    In Alaska, Arizona, Vermont and Wyoming, people are allowed to carry a concealed weapon without a permit. That law is even more lax in Vermont, where a person as young as 16 can legally buy and carry a handgun.

    Thomas says, "The idea that you want to have 16-year-olds legally able to buy a gun and carry it loaded is just crazy to me. It's not even a legal argument, it's a sanity argument."

    "I think that's fine, what difference does it make? Everybody in the United States has the right to have a firearm, the second amendment says so," says Bauer.

    35 states also allow the open carry of handguns without a permit. In 20 states, there is no minimum age to buy a shotgun from an unlicensed dealer.

    "Things are going along fine in those states. Every gun that we can't sell in California is being sold in virtually every other state in the union," says Bauer.

    Barry Bauer runs a gun store in Fresno; in a state with some of the country's most aggressive gun laws.

    "They're probably too much. We're over-regulated."

    California began stepping up it's regulations about 20 years ago. Some of those include background checks on all gun purchases and a ban on assault weapons. Advocates say gun deaths have dropped about 40% because of these laws. They want to see others follow suit.

    "We need help. We need some basic measures at the federal level and we need other states to step up," says Thomas.

    Blood test accurately detects lymphedema, study shows

    Dec. 18, 2012 ? Scientists at the Stanford University School of Medicine have identified a set of proteins circulating in blood whose levels accurately flag the presence of lymphedema. The findings, reported Dec. 18 in PLoS ONE, spur optimism that this common but relatively neglected condition, which affects an estimated 10 million people in the United States, finally will be amenable to detection (and, eventually, treatment) with 21st-century techniques.

    Lymphedema is an often-painful inflammatory condition resulting from the blockage of lymphatic vessels that ordinarily drain fluid from the tissues throughout the body. In the developed world, lymphedema most often arises as an unintended consequence of radiation therapy for cancer. For example, about one in four breast-cancer survivors eventually develops lymphedema, said Stanley Rockson, MD, professor of cardiovascular medicine and the study's senior author. Numerous other factors, including parasitic infections endemic in some developing countries, can cause it as well, he said.

    The blunting of normal immune-cell flow due to lymphatic-vessel blockage helps to trigger the buildup of fluid within the affected area of the body, along with thickening of the skin, profound inflammation, accumulation of fibrous tissue, excessive blood-vessel formation and a marked expansion of the fatty layer beneath the skin.

    By the time the main symptom -- swelling of one or more limbs -- is detectable, the condition may have gotten such a foothold that it becomes difficult or impossible to reverse, at least given current treatment options, Rockson said.

    The only known way to diagnose lymphedema now is via physical inspection, and all too often it is misdiagnosed or overlooked altogether. But the biological events underpinning this condition may be present five years or more before symptoms become evident, said Rockson. Moreover, there are no effective drugs for combating lymphedema, just costly, time-consuming and annoying physical therapy, which virtually never completely eliminates the symptoms. While physical therapy can arrest progression and reduce swelling by as much as half, the condition typically remains a long-term problem. "Lymphedema virtually never just goes away on its own," said Rockson. Indeed, it tends to progress in severity over time, whether it is treated or not.

    The irreversible skin thickening, joint immobility, scarring, increased susceptibility to infection and other consequences of chronic lymphedema can leave patients discomfited for life, all too often resulting in social withdrawal, body-image deterioration and other quality-of-life issues. "This is especially ironic in the case of cancer survivors who have endured difficult life-saving interventions, only to find that now cured, they're unable to enjoy their lives," said Rockson, who is the Allan and Tina Neill Professor of Lymphatic Research and Medicine and chief of consultative cardiology at the medical school.

    For this study, Rockson and his associates obtained skin-biopsy samples from both lymphedematous and normal tissue of 27 patients. Using advanced molecular methods, they compared each patient's diseased tissue with that same patient's healthy tissue to see which genes -- the recipes for the myriad proteins produced in our bodies -- were more actively engaged in the generation of their respective protein products in diseased versus healthy tissue. Thousands of genes fit the bill. Then the investigators narrowed their search to the overproduced proteins themselves, in particular ones that were already known to circulate throughout the bloodstream of all people, including healthy ones, and for which fast, commercial blood tests already exist.

    Statistical modeling indicated a panel of tests that measured six separate proteins' levels in study subjects' blood was able to distinguish the lymphedematous patients from control subjects who did not have lymphedema. None of these six proteins was predictive by itself. But in aggregate, their presence at certain levels and ratios appeared to serve as a biological fingerprint, or biomarker, for lymphedema.

    Interestingly, all six proteins are well-known, and each is associated with one or another of chronic lymphedema's hallmark biological features: accumulation of fibrous deposits, stimulation of fat-cell activity, inflammation and lymphatic-vessel formation and repair. "These biomarkers may themselves lead us to valuable pharmaceutical targets," said Rockson.

    To determine their six-protein biomarker-panel's validity, Rockson's group collected blood from a new cohort of 36 lymphedematous and 15 healthy adults, extracted blood samples and tested them with the panel. The test distinguished those with lymphedema from healthy subjects with an accuracy approaching 90 percent -- good enough for use as a clinical diagnostic tool and a vast improvement over current detection methods, said Rockson.

    "This is a significant development," he said.

    Because levels of the six proteins begin to climb early in the course of the disease, such a test should be valuable in determining risk for, or the onset of, lymphedema long before symptoms occur -- which in turn would mean earlier, appropriate therapeutic intervention, perhaps in time to spare patients from the condition's most-damaging effects or even reverse its course.

    "In addition," Rockson said, "a standardized, accurate bioassay for lymphedema could help to pave the road for future human clinical trials of drugs to treat it." Monitoring trial subjects at the molecular level with a lymphedema-detecting blood test could provide early evidence regarding whether an experimental treatment is working. Rockson is involved in conducting clinical trials of pharmaceutical agents for lymphedema, and hopes to use the new test in those trials.

    Apollo to invest Rs 400 cr on 10 cancer, heart hospitals

    Healthcare major Apollo Hospitals said it will invest Rs 400 crore to set up 10 specialised hospitals in India by 2015 for treatment of heart diseases and cancer. "We will set up ten specialised hospitals at an investment of Rs 40 crore per hospital. These hospitals will be operational by 2015," Apollo Hospitals Group Chairman Prathap Reddy told PTI.

    Out of the total, five will be focused on treatment of heart diseases and the other five on cancer treatment. These will be in addition to the group's plans of adding 2,000 beds. "All these 10 hospitals will have between 50-75 beds each. For these hospitals, we are looking at locations like Chennai, Ahmedabad, Kolkata, Delhi, Varanasi," Reddy added.

    Last year, the healthcare major had announced it would add 2,000 beds in 24 months entailing an estimated investment of nearly Rs 1,200 crore. At present the group is one of the largest healthcare chains in Asia with over 8,500 beds across 50 hospitals.

    Just as our fantasy football seasons are coming to an end, so is this season of FX's comedy series. Whether or not this year's season finale lives up to last year's probably depends on how much Rafi plays into it, but we'll be watching The League to see who wins the Shiva all the same.

    The speculation for the 2014 elections has already begun, and some of the Senate names being discussed you would expect to see on the silver screen rather than a ballot. Can you imagine a Sen. Ashley Judd? How about Sen. Stephen Colbert?

    There's a long, and somewhat checkered history of celebrity politicians proving that Hollywood success can pave the road to Washington--Ronald Reagan being the ultimate example. Of course there are other examples as well, like the Govenator, Arnold Schwarzenegger, and professional wrestler Jesse Ventura who wrestled his way to governor of Minnesota.

    When celebrities become candidates, their notoriety brings attention to their race. As useful as name recognition may be when running for office, what's more important--and sometimes more difficult to determine--is whether they are qualified to hold public office and, of course, if they're serious.

    Ashley Judd seems serious about considering a run for senate in her home state of Kentucky. The actress has actually come to Washington to talk with senators about challenging Senate Minority Leader Mitch McConnell, R-Ky., in 2014.

    Stephen Colbert, on the other hand, seems to be floating his candidacy as more of a publicity stunt than a serious venture. While Colbert has been cracking jokes about filling the seat vacated by resigning Sen. Jim DeMint, R-S.C., don't count on this candidacy extending beyond the comedian's late night show.

    So what's the secret recipe for turning celebrity status into a strong candidacy for national office? Being actively involved in the community they are running to represent helps lay the groundwork for a successful campaign for a national office. This may be the area where Judd runs into some problems, she doesn't actually reside in Kentucky; she instead lives in Tennessee.
