NASA: SpaceX docking ranks near top of space-age 'firsts' (+video)

The successful docking of the SpaceX Dragon capsule with the International Space Station Friday is a landmark moment in opening space to wider use, NASA officials say.

Dragon cleared its first major hurdle of the day Friday when station flight engineer Don Petitt, the mission's grappler-in-chief, captured the Dragon capsule with the station's robotic arm as the craft free-floated some 30 feet from the docking port.

?Houston? Station. Looks like we've got us a dragon by the tail,? Dr. Petitt said as NASA's mission control confirmed that the arm's grip was solid.

Without skipping a beat, he deadpanned, ?We're thinking this sim[ulation] went really well. We're ready to turn it around and do it for real,? as applause and hugs broke out in two control rooms ? NASA's and SpaceX's at the company's Hawthorne, Calif., headquarters.

Until its conclusion on May 31, the mission remains a test flight ? combining into one mission the objectives initially planned for two launches this year. But its?success so far signals that a company NASA has helped nurture can perform the difficult feat of lofting a craft capable of catching up with another spacecraft traveling at faster-than-bullet speeds, matching its pace, and safely docking with it ? something no other privately-operated spacecraft has done.

Indeed, Dragon was not merely carrying a demonstration payload of roughly 1,000 pounds of food, clothing, and other items to the space station. It was carrying the hopes of a US commercial spaceflight industry aiming to build a thriving space-transportation sector in much the same way fledgling air carriers emerged during the early decades of the 20th Century to build a thriving commercial air-transportation industry.

Over the years, NASA officials have spoken of the ?firsts? the US space program has accomplished, said Michael Suffredini, space-station program manager at NASA, at a news briefing Friday afternoon.

?This rates right at the top,? he said of the partnership between NASA and SpaceX. NASA established requirements SpaceX had to meet operating near the space station. Beyond those requirements, he said, ?a contractor relatively independent of NASA designed on its own a spacecraft, [then] completely built and tested and flew this spacecraft in a manner that has been remarkable.?

A space-station workout

The rendezvous and docking Friday gave participating space-station crew members a workout.

Although the process of grappling and berthing may look fairly simple, it isn't, notes astronaut Catherine Coleman, who grappled Japan's cargo craft, known by its acronym HTV, on its second supply mission to the station in January 2011. She likens it to trying to pass something from one car to another ? when both are traveling at interstate speeds.

On orbit, it's a Grey Poupon moment at 17,500 miles an hour.

?This is truly a momentous accomplishment for SpaceX and for the industry,? said former astronaut and space-station commander Michael Lopez-Alegria, now president of the Commercial Spaceflight Federation in Washington, in a prepared statement.

Miami Dolphins MinicampGetty Images

Plenty of teams said ?no? to Hard Knocks, for various reasons.? The Dolphins agreed to do it.

On Tuesday, coach Joe Philbin discussed the situation, calling it a ?football decision.?

Seriously.

?We?re excited that NFL Films and HBO has chosen the Miami Dolphins to appear on Hard Knocks,? Philbin said, via the video box on the right rail of the site.? ?I want you to know a couple things about the decision.? Number one, it was a football decision.? It was made by the football operations staff.? Our owner, [Stephen Ross], supported our decision but in no way, shape, or form forced us to make this decision.?

Many will believe otherwise, especially since G.M. Jeff Ireland grew up in the Bill Parcells school of ultra-secrecy.

But as the Dolphins struggle to generate interest in the team via conventional means (you know, by winning more games than they lose), the team has to do something to get people sufficiently engaged to buy tickets to the games.? Thus, the Dolphins are now more available to the media ? and they?ll be even more available once the NFL Films cameras and microphones show up.

To the extent that the appearance arises from a football decision, Philbin didn?t really articulate a football reason.? He said the that show will ?showcase our players? and provide a ?great opportunity for us to communicate with our fans.?? While those concerns reflect prudent business reasons, there?s no obvious basis for the move, from a football standpoint.

In contrast, Vince Lombardi liked having NFL Films camera crews around because it made his players work harder.? If that?s the basis for the ?football decision,? why not say so?

And so the Dolphins will deny that the move was driven by dollars and cents, and the rest of us won?t believe them.? But at least we finally know who the team will be, even if the end result likely will be far less compelling than if the Jets, Saints, Broncos, Colts, or Redskins had done it.

Clean Up Your Act! Quick Guide to Detoxification ? State of Fitness ...

Listen, I keep hearing people talking about the best herbal colon cleanse or the best way to detoxify the body. Often times this involves some kind of fasting and/or herbal supplementation. I guess my question is, why are you doing the detox or cleanse? Is it because you are eating like absolute garbage? Are you not exercising? Or have you thought you were above the necessary seven or eight hours of sleep each night? The truth is, that fasting and colon cleansing are not necessary in order for you to detoxify your body. Fasting is a form of starvation, complete with protein and fat catabolism. Fasting abuse can also result in damage to your heart muscle. Eating a proper diet, drinking plenty of water, exercising regularly, and getting the required amount of rest will naturally detoxify your body.

First of all, let?s begin with a few dont?s.

Don?t eat packaged foods, that way you will avoid sugar, sodium, and other artificial ingredients. Don?t add extra salt to your meals, it will only make you puffy and increase your blood pressure. Don?t eat sugar or consume alcohol, they are toxic to your entire body. Besides you had enough of it over the holidays.

So now let?s move on to what to do.

First, incorporate the following 10 detoxifying foods into your diet:

1. Fruits: Fruits are easy to digest and are high in antioxidants, nutrients, and fiber.

3. Lemons, oranges, and limes: Citrus fruits ad the body in flushing out toxins, as well as jump-starts the digestive tract. Try beginning each day with a warm glass of lemon water.

4. Garlic: Garlic stimulates the liver to produce important detoxification enzymes that will help filter out toxic residues in the digestive system.

5. Broccoli sprouts: The sprouts are actually more effective than the fully-grown vegetable. Broccoli sprouts are extremely high in antioxidant and help stimulate the detoxification enzymes in the digestive tract.

6. Green tea: Packed full of antioxidants, it not only flushes out toxins, but it also contains a special type of antioxidant called catechins, which are known to increase liver function.

7. Mung beans: Mung beans are incredibly easy to digest and absorb toxic residue on the sides of the intestinal walls.

8. Raw vegetables: Onions, artichokes, carrots, asparagus, broccoli, cabbage, brussel sprouts, cauliflower, and beets help your liver purge toxins.

9. Seeds and nuts: Flaxseeds, pumpkin seeds, hemp seeds, sesame seeds, chia seeds, sunflower seeds, walnuts, almonds, Siberian cedar nuts, hazelnuts, Brazil nuts are rich in fiber and antioxidants.

10. Omega-3 and monounsaturated fats: Hemp, avocado, extra virgin olive oil, flax meal, fish oil, and cod liver oil will help lubricate the intestinal walls, allowing the toxins to be absorbed by the oil and eliminated by the body.

Be sure to drink plenty of water each day.

Many people are dehydrated without realizing it. If you drink only when you feel thirsty, it is too late. You are already dehydrated. Get in the habit of drinking water every two hours. In addition to flushing out the toxins of the body, you won?t mistake hunger for thirst.

To improve elimination and detoxification of the skin, regular exercise is important to stimulate sweating. Regular exercise is key to maintaining a nontoxic body.

Lastly, nothing beats a good night?s rest.

Lack of sleep can actually sabotage the body?s natural detoxification. It is during sleep that your body releases hormones the aid in the growth healthy cells, healing of tissue, and fighting off of infection. The hormones released with lack of adequate quality sleep act as harmful toxins.

If you want to detoxify and cleanse your body, start by incorporating proper nutrition, hydration, exercise, and sleep. The occasional fast, or herbal cleanse is not what will ultimately maintain a nontoxic body. So clean up your act and stop trying to find a quick fix. Naturally detoxify your body. You will be amazed at how much better you will feel and perform.

(AP) ? Facebook Inc. launched its first office in the Arab world Wednesday, aiming to drum up new advertising business from Dubai as investors fret over its struggling share price.

The online meet-up site and other social networking tools were instrumental in connecting activists during the wave of protests and revolutions that reverberated across the region last year.

But Joanna Shields, Facebook's vice president and managing director for Europe, the Mideast and Africa, said the decision to lay down roots in the region was purely commercial.

"People on Facebook ... use it to organize rallies for all kinds of elections around the world," she said. "We're humbled by that and we are happy that we can facilitate. But we always downplay the (site's) role because it's really the people there who came together and did what they did."

The office is starting with three employees in Dubai's Internet City, a business park popular with tech firms including Microsoft Corp. and Google Inc.

Facebook's website lists some 30 offices globally.

The aim is to attract more ad sales by targeting the 45 million users that Facebook says it has across the Middle East and North Africa.

Executives declined to say how much revenue the region currently generates or what their goals are for the future.

In 2010, Facebook teamed with Cairo-based advertising company Connect Ads to better reach advertisers in the region.

Jonathan Labin, who will lead the Dubai office, said existing advertisers in the region include Dubai-based Emirates, the region's biggest airline.

The Dubai launch follows Facebook's May 18 initial public offering at $38 a share, one of the most anticipated stock debuts in history.

The stock had lost 24 percent of its value ahead of the Dubai launch, which was held in the plush Armani Hotel at the base of the Burj Khalifa, the world's tallest skyscraper.

While the share's gyrations are a hot topic on Wall Street, Shields said Facebook employees are not fixated on reports about the stock's slide.

"I don't even listen to it, to be honest ... because I've got a job to do," she said. "I think we're just getting on with it."

Guitar picking master Doc Watson dies in NC at 89

RALEIGH, N.C. (AP) ? Doc Watson, the blind Grammy-award winning folk musician whose mountain-rooted sound was embraced by generations and whose lightning-fast style of flatpicking influenced guitarists around the world, died Tuesday at a North Carolina hospital, according to a hospital spokeswoman and his manager. He was 89.

Watson died at Wake Forest Baptist Medical Center in Winston-Salem, where he was hospitalized recently after falling at his home in Deep Gap, in the Blue Ridge Mountains. He underwent abdominal surgery while in the hospital and had been in critical condition for several days.

Arthel "Doc" Watson's mastery of flatpicking helped make the case for the guitar as a lead instrument in the 1950s and 1960s, when it was often considered a backup for the mandolin, fiddle or banjo. His fast playing could intimidate other musicians, even his own grandson, who performed with him.

Richard Watson said in a 2000 interview with The Associated Press that his grandfather's playing had a humbling effect on other musicians.

"Everybody that's picked with you says you intimidate them, and that includes some of the best," Richard Watson told him.

The ever-humble Doc Watson found it hard to believe.

Country and bluegrass singer Ricky Skaggs said Tuesday evening, "An old ancient warrior has gone home."

"He prepared all of us to carry this on," Skaggs added. "He knew he wouldn't last forever. He did his best to carry the old mountain sounds to this generation."

Doc Watson was born March 3, 1923, in Deep Gap, about 100 miles northwest of Charlotte. He lost his eyesight by the age of 1 when he developed an eye infection that was worsened by a congenital vascular disorder, according to a website for Merlefest, the annual musical gathering named for his late son Merle.

He came from a musical family. His father was active in the church choir and played banjo and his mother sang secular and religious songs, according to a statement from Folklore Productions, his management company since 1964.

Doc Watson's father gave him a harmonica as a young child, and by 5 he was playing the banjo, according to the Merlefest website. He learned a few guitar chords while attending the North Carolina Morehead School for the Blind in Raleigh, and his father helped him buy a Stella guitar for $12.

"My real interest in music was the old 78 records and the sound of the music," Doc Watson is quoted as saying on the website. "I loved it and began to realize that one of the main sounds on those old records I loved was the guitar."

The wavy-haired Watson got his musical start in 1953, playing electric lead guitar in a country-and-western swing band. His road to fame began in 1960 when Ralph Rinzler, a musician who also managed Bill Monroe, discovered Watson in North Carolina. That led Watson to the Newport Folk Festival in 1963 and his first recording contract a year later. He went on to record 60 albums, and wowed fans ranging from '60s hippies to fans of traditional country and folk music.

According to the Encyclopedia of Country Music, Watson took his nickname at age 19 when someone couldn't pronounce his name and a girl in the audience shouted "Call him Doc!"

Seven of his albums won Grammy awards; his eighth Grammy was a lifetime achievement award in 2004. He also received the National Medal of the Arts from President Bill Clinton in 1997.

"There may not be a serious, committed baby boomer alive who didn't at some point in his or her youth try to spend a few minutes at least trying to learn to pick a guitar like Doc Watson," Clinton said at the time.

Folklore described Watson as "a powerful singer and a tremendously influential picker who virtually invented the art of playing mountain fiddle tunes on the flattop guitar."

Countless guitarists have tried to emulate Watson's renditions of songs such as "Tennessee Stud," ''Shady Grove," and "Deep River Blues."

Doc Watson's son Merle began recording and touring with him in 1964. But Merle Watson died at age 36 in a 1985 tractor accident, sending his father into deep grief and making him consider retirement. Instead, he kept playing and started Merlefest, an annual musical event in Wilkesboro, N.C., that raises money for a community college there and celebrates "traditional plus" music.

"When Merle and I started out we called our music 'traditional plus,' meaning the traditional music of the Appalachian region plus whatever other styles we were in the mood to play," Doc Watson is quoted as saying on the festival's website. "Since the beginning, the people of the college and I have agreed that the music of MerleFest is 'traditional plus.'"

Doc Watson has said that when Merle died, he lost the best friend he would ever have.

He also relied on his wife, Rosa Lee, whom he married in 1947.

"She saw what little good there was in me, and there was little," Watson told the AP in 2000. "I'm awful glad she cared about me, and I'm awful glad she married me."

In a PBS NewsHour interview before a January appearance in Arlington, Va., Watson recalled his father teaching him how to play harmonica to a tune his parents had sung in church, as well as his first bus trip to New York City to perform in the early 1960s. He gave an early solo performance at Gerde's Folk City in Greenwich Village, a hot spot for the folk music revival, and later played Carnegie Hall.

Telling the stories in a folksy manner, he broke into a quiet laugh at various points. He said he still enjoyed touring.

"I love music and love a good audience and still have to make a living," Watson said. "Why would I quit?"

Musician Sam Bush, who has performed at every Merlefest, began touring with Doc and Merle Watson in 1974, occasionally substituting for Merle when he couldn't travel.

"I would sit next to Doc, and I would be influenced by his incredible timing and taste," Bush said after Watson's recent surgery. "He seems to always know what notes to play. They're always the perfect notes. He helped me learn the space between the notes (are) as valuable as the ones you play."

Bush said he was also intimidated when he began playing with the man he calls "the godfather of all flatpickers."

"But Doc puts you at ease about that kind of stuff," Bush said. "I never met a more generous kind of musician. He is more about the musical communication than showing off with hot licks."

His blindness didn't hold him back musically or at home.

Joe Newberry, a musician and spokesman for the N.C. Department of Cultural Resources, remembered once when his wife called the Watson home. Rosa Lee Watson said her husband was on the roof, replacing shingles. His daughter Nancy Watson said her father built the family's utility shed.

Guitarist Pete Huttlinger of Nashville, Tenn., said Doc Watson made every song his own, regardless of its age. "He's one of those lucky guys," said Huttlinger, who studied Watson's methods when he first picked up a guitar. "When he plays something, he puts his stamp on it ? it's Doc Watson."

He changed folk music forever by adapting fiddle tunes to guitar at amazing tempos, Huttlinger said. "And people all over the place were trying to figure out how to do this," he said. "But Doc, he set the bar for everyone. He said, 'This is how it goes.' And people have been trying for years to match that.

"He took it (the guitar) out of the background and brought it up front as a melody instrument. We're no longer at the back of the class. He gave the front to us."

Wayne Martin, executive director of the North Carolina Arts Council, said recently that Watson took southern Appalachian forms of music such as balladry, old-time string music and bluegrass, and made them accessible.

"He takes old music and puts his own creativity on it," Martin said. "It retained its core, yet it felt relevant to people today."

Said Bush: "I don't think anyone personifies what we call Americana more than Doc Watson."

North Carolina Gov. Beverly Perdue said in a statement Tuesday evening that Watson will be missed.

"Over his long and brilliant career, Doc Watson traveled the world playing the music he loved, but his heart never strayed far from his home in Deep Gap, N.C.," Perdue said. "Our state was fortunate to have such a worldwide ambassador of North Carolina's culture and heritage."

In 2011, a life-size statue of Watson was dedicated in Boone, N.C., at the spot where Watson had played decades earlier for tips to support his family, according to the Folklore statement. At Watson's request the inscription read, "Just One of the People."

Umbrella Insurance Coverage ? Worth A Look - MS Estate Planning

[The Wealthy] are more likely to be sued, but excess personal liability insurance doesn't have to cost a fortune.

It's safe to say that, if there's a risk out there, there's also an insurance underwriter somewhere dying to write a policy for it. However, if you are especially affluent or risk-prone, excess personal liability insurance ("umbrella insurance coverage") can be a helpful safeguard.

Any trial attorney will confirm one unshakeable truth - money attracts unwanted attention. Unfortunately, in our litigious society, all it takes is one particularly obstinate person out to "get the rich" to team up with a less-than-scrupulous attorney and make it their mission to ruin your life with a frivolous lawsuit. This was the subject of a recent article in Financial Planning titled "Covering Up."

Not only will you pay for your defense, but juries can also be unfair. In an era of class envy, you may get a jury that wants to help one of its own a "lawsuit lottery" at your expense. To help mitigate the risk of a lawsuit judgment, consider taking out umbrella insurance coverage just in case.

UK PM's ex-spin doctor held by cops in perjury case

Facundo Arrizabalaga / EPA, file

Andy Coulson, a former editor of Rupert Murdoch's now-defunct News of the World newspaper, later served as a spin doctor for British Prime Minister David Cameron.

By Alastair Jamieson, msnbc.com

LONDON -- A former spokesman for Britain?s prime minister was?detained by police on Wednesday amid allegations he committed perjury while working as a tabloid editor for Rupert Murdoch ? a move that brings the phone-hacking scandal closer to the heart of government.

Andy Coulson, who worked as David Cameron's director of communications, was held in London by detectives investigating claims he committed perjury during a high-profile court case in Scotland involving a politician accused of taking part in adulterous, drug-fueled sex orgies at swingers' clubs.

Coulson, 44, was being transferred north from London to Glasgow, Scotland, for questioning on Wednesday, according to Britain?s Sky News.

Strathclyde Police issued a statement that said: "Officers from Strathclyde Police's Operation Rubicon team detained a 44-year-old man in London this morning under section 14 of the Criminal Procedure Scotland Act 1995 on suspicion of committing perjury before the High Court in Glasgow."

'War criminal': Tony Blair heckled while testifying about Murdoch links

Coulson resigned from his job as the Cameron?s chief spin doctor in January 2011 amid growing public anger over the phone-hacking scandal.

Prior to working for Cameron, he was editor of the News of the World, the now-defunct Murdoch Sunday tabloid. He resigned from that job in 2007 - also over phone hacking.

Now he is implicated in another long-running saga ? that of Tommy Sheridan, a lawmaker and icon of left-wing Scottish politics.

Britain's PM eats humble pie over snack tax

Coulson gave evidence in a 2010 Glasgow High Court trial at which Sheridan was jailed for three years for lying under oath during his earlier defamation action against the News of the World in 2006, STV News reported.

Tommy Sheridan and his wife Gail make a statement outside the High Court in Glasgow, Scotland, on Dec. 23 2010.

Sheridan had won ?200,000 in damages over an article that said he had committed adultery, visited a swingers' club and taken part in drug-fueled orgies.

Giving evidence at the 2010 trial, Coulson denied being involved in, or aware of, any illegal activities, including phone hacking, the BBC reported.

Earlier this month, Coulson appeared in front of an ongoing inquiry into press standards where he revealed he still held shares in Murdoch?s News Corp. while working as working as Cameron?s director of communications.

California Highway Patrol switching to SUVs - Autobahn Automotive ...

When you think of a highway patrol car, you instantly think Ford Crown Victoria. And usually in California Highway Patrol black n' white trim. Since the Crown Vic went out of production last year, you see a few older models out on the roads that have been slowly replaced by the Dodge Charger, Ford Taurus, or the Chevrolet Caprice (I know we haven't seen one yet either). But Ford also produces the new Explorer in a police package, and that's what the California Highway Patrol is leaning towards to replace their fleet and to keep it in the Ford family. The CHP maintains a fleet of 4,000 vehciles (give or take a few) and each year, they replace 1/3rd of that fleet with new vehicles.

Due to the ammount of gear that a trooper has to car with him or her on any given day is always increasing. And now with gear mandated by the Department of Homeland Security, the smaller patrol cars offered by the big three just won't cut it.

Of course they'll still be black and white....

Prevent Frusrating Situations When Buying Your South Lake Tahoe ...

Does the stress of the unpredictable keep you from buying a house? Or does it keep you up at night? For many people it is hard to take such a big step because of all of the uncertainties. However, you do not need to live in fear of buying a home. There are some steps you can take to make sure you have a more positive home buying experience. You don?t need to let fear keep you from buying your dream home in South Lake Tahoe anymore.

Before looking to buy a home you should study up on what is entailed in the home buying process. Become comfortable with what is expected in the purchase transaction. This information can help you minimize any unexpected turns.

One of the most important things you can do is study up on the South Lake Tahoe real estate market in real time. Some people will save for years for that dream home and then realize that the market has changed quite a bit from when they first began saving. You could end up losing out on that dream home now that the real estate market is starting to come back. Homes that have sat for over a year are now getting multiple offers. When looking into the South Lake Tahoe real estate market try checking out other options for buying homes like an online auction.

The best way to study up on the South Lake Tahoe real estate market would be to talk to a real estate agent. They can give you all the information you need on homes in the area. You should begin by looking at how long the homes have been on the market, inventory levels, and the sales price compared to the asking price.

You should also remember that you do not need to go into the home buying process alone. Your real estate agent and mortgage broker both have a lot of experience and you should utilize their knowledge to find the perfect home. Be sure to tell them about your concerns so that they can help you in minimizing any fears.

If you are worried about the move-in date or closing costs, then the agent or broker could call in some favors to help you out. They can also educate you on what could cause delays or any other fears you may have. For example, if you are worried about how much cash you will need at the close, then closing the fourth week of the month may be the best answer for you. Usually the prepaid interest is less at the end of the month compared to the beginning of the month. However, in this case you would need to be concerned about escrow closing on time. Your South Lake Tahoe real estate agent could help in making sure escrow closes on time so be sure to communicate your wants, needs and fears to them.

The closing date/closing costs are usually where all those nasty surprises occur. You must depend on others to keep up on the dates. In order to minimize these surprises you can keep a calendar of when each process should be taking place. You help to keep them on track or at least be prepared for delays. Your South Lake Tahoe real estate agent can help you create an escrow calendar to help in this process.

Many people end up causing their own delays by not being honest on their loan application. The simple fact that you claim you are divorced before it is final can destroy the loan process. Many people have caused delays by not being brutally honest on their loan application. It is important that you tell the entire truth on the loan application in the beginning. Otherwise you may have to handle these problems a few days before closing which can cause many more frustrations, delays and problems.

The best thing you can do when buying a home is to allow both a time and money cushion. In some cases you can come within a few days of the close of escrow and the lender may require a few thousand more dollars. This can seem as if everything is falling apart if you have not prepared for such instances. Others have a specific date for moving planned when you should allow a few weeks to move in case of delays. Allowing for extra time and extra money can make the home buying process much more pleasant in South Lake Tahoe.

With all of these preparations you can make sure you have a positive home buying experience in South Lake Tahoe. For any other questions or concerns on buying a home please feel free to give us a call.

AP Exclusive: Calif. 9/11 fund raided for deficits

SACRAMENTO, Calif. (AP) ? After the 2001 terrorist attacks, California lawmakers sought a way to channel the patriotic fervor and use it to help victims' families and law enforcement. Their answer: specialty memorial license plates emblazoned with the words, "We Will Never Forget."

Part of the money raised through the sale of the plates was to fund scholarships for the children of California residents who perished in the attacks, while the majority ? 85 percent ? was to help fund anti-terrorism efforts.

But an Associated Press review of the $15 million collected since lawmakers approved the "California Memorial Scholarship Program" shows only a small fraction of the money went to scholarships. While 40 percent has funded anti-terror training programs, $3 million was raided by Gov. Jerry Brown and his predecessor, Arnold Schwarzenegger, to plug the state's budget deficit.

Millions more have been spent on budget items with little relation to direct threats of terrorism, including livestock diseases and workplace safety.

Moreover, the California Department of Motor Vehicles has been advertising the plates as helping the children of Sept. 11 victims even though the state stopped funding the scholarship program seven years ago. The specialty plate fund continues to take in $1.5 million a year.

Californians who lost loved ones in the attacks take the raid on the license plate fund as an affront to the memory of those who died.

"I can't believe that they would do that," said Candice Hoglan, who lives in the San Francisco Bay Area and bought a plate to commemorate her nephew, Mark Bingham. "We're paying extra for the plate; we're making a point, and it means a lot to us."

Bingham was killed on United Airlines Flight 93, which crashed in Pennsylvania, and was one of the passengers who led the attempt to wrest control from the hijackers. His mother, Alice Hoagland, also was troubled by the program's apparent drift from its original purpose.

"I'm sorry that as we retreat in time from 9/11, we seem to be retreating in our resolve never to forget," she said in a telephone interview.

The plates, which cost an initial $50 plus a $40 annual renewal fee, feature an American flag partially obscured by clouds and the "never forget" slogan. Residents of California, where all four jetliners were bound when they were hijacked, have bought or renewed the plates more than 200,000 times since 2002.

Of the other states directly associated with the 2001 attacks, only Virginia has established a similar specialty plate program. Yet it did not set up a special fund for the proceeds of its "Fight Terrorism" plate.

For the past decade, the California DMV has said on its website that the money will "fund scholarships for the children of Californians who died in the September 11, 2001, terror attacks and helps California's law enforcement fight threats of terrorism." It advertises the program with the slogan, "Be a patriot."

While the DMV description of the program was not "totally disingenuous," the department should probably remove references to the scholarship program, said Joe DeAnda, a spokesman for the state treasurer's office, which disburses the money.

"It's out of date and it's on DMV to update that," he said.

Late Friday, the department modified the description of the license plate on its website to remove the reference to the scholarship program in response to the investigation by the AP, which began in March. Spokeswoman Jan Mendoza said the reason promotional materials were not updated sooner was "unknown."

The DMV still lists the scholarship program on the online and hardcopy form drivers fill out to buy the license plates, but Mendoza said the department will change this next time the forms are printed.

The legislation establishing the plates had earmarked 15 percent of the revenue for scholarships. Yet only $21,381 has reached the children and spouses of the three dozen California residents killed during the terrorist attacks. The state treasurer's office closed the scholarship program in 2005, the sign-up deadline for potential recipients, and has $60,000 in reserve.

The total amount dedicated to scholarships was 1.5 percent of the $5.5 million raised through the sale of the plates through 2005.

The original legislation said the remainder of the money would go to "law enforcement, fire protection, and public health agencies" to be used "exclusively for purposes directly related to fighting terrorism."

But in 2008, former Gov. Arnold Schwarzenegger, a Republican, borrowed $2 million to close a budget gap. Last year, Brown, a Democrat, borrowed another $1 million.

Neither loan has been repaid nor are their deadlines to ensure they will be. Elizabeth Ashford, a spokeswoman for Brown, said the loans have done no harm.

"We're trying to simultaneously balance the budget and fund important programs," she said. "If there was an indication that borrowing this money was going to negatively impact this program, we wouldn't borrow the money."

The rest of the money has gone to a wide array of budgets and programs.

The Legislature sent $3.7 million to the California Department of Food and Agriculture, according to the Department of Finance, to establish an online food monitoring database and implement a variety of worker safety programs, including hiring industrial hygienists to tend to worker health.

But it is difficult to say precisely where the money has gone. Late Friday, the agriculture department delivered documents it said were in response to a California Public Records Act request the AP filed eight weeks earlier.

The response contained itemized budget reports going back six years and listing payments for all types of government functions, ranging from salaries and benefits, to printing costs and communication equipment. Among the details: $18,163 for furniture in 2006 and $11,492 for auto inspection in 2009.

The response also included a legislative report on the threats the agriculture department is targeting with an online database the license plate program helps fund . A similar report from 2006, when the license plate money was first authorized, lists bioterrorism as a potential danger. But the 2011 report focuses on food safety and livestock concerns, including foot-and-mouth disease and meat and poultry monitoring.

Director of Animal Health and Food Safety Services Annette Whiteford said the department does not track license plate money separately from other funds.

She said it would be wasteful to reserve the money exclusively for anti-terrorism work. For example, the department uses some of the money to buy safety suits that would be essential during an anthrax attack but also are useful for routine food investigations.

"The things that I worry about in the animal food safety division are very high consequence events, but very infrequent. So I always try to leverage those resources," she said.

Another $2 million has gone to programs that aim to protect Californians from all manner of potential threats, not just those related to terrorism.

The California Emergency Management Agency used nearly $1 million in memorial license plate money for general operations, including administrative costs, buying and fueling cars, and hiring a person from 2007 to 2009 to coordinate five so-called "fusion centers," according to documents obtained through a Public Records Act request.

The other $1 million went directly to the fusion centers, which were founded after the 2001 attacks to focus on terrorist threats but have since switched to an "all crimes" approach that includes gang activity and natural disasters.

Herb Wesson, who wrote the license plate bill when he was speaker of the California Assembly, said he was saddened to hear how the money had been spent.

"I understand the financial climate they find themselves in, but they are not following the spirit and intent of the legislation," said Wesson, now president of the Los Angeles City Council. "The lion's share of the money was supposed to be given to local law enforcement so that they could beef up their anti-terrorism operations."

About 40 percent of the total raised to date, or $6 million, has gone to anti-terrorism training programs for firefighters and law enforcement officers. There is a slight discrepancy between the DMV's revenue figures and the Department of Finance's expenditure figures that neither agency could explain.

Patricia Anderson, who paid $98 for a personalized memorial plate reading "WE R 4US," said she signed up for the program primarily to show respect for victims of the 9/11 attacks. Anderson said she was disheartened but not surprised to learn that much of the money has gone to fill the state deficit or used for general purposes.

"That's California," said Anderson, who now lives near Austin, Texas. "It's kind of a given these days ? nothing is spent on what it's supposed to be."

Ways to Make Running sports Better and interesting

The hidden joy of running can not be skilled simply, and it can be more difficult if you just run once in a while. If you want to feel the deeper fun from running, you have to run four days a week, and 40 minutes to 1 hour a day. Only by running that much time, the conspicuous hypnosis tempo of running could lead us into a state that could hypnotize. Their body would stay in a purifying condition owing to the quiet mental world. Besides, it would become a perfect world from inner hearts to outside world in their minds.
Nonetheless, people who insist on running like me, have to admit that small number of people do not have the conditions for running at all. People's body structure is not the reason. Some people could run fruitfully, even though they have big bones. I think it really reflects a kind of temperament. And this kind of temperament makes people could hardly bear the meditation coming from running.

Doctor Mall has done great efforts on advising his patients to run. But even he, who dedicates himself to running, still does not get much achievement. He told me, "I have tried all the ways that I could imagine, but my records are still very bad".
It does not matter that how old or strong or capable you are, all the people could take part in the line of running. But we have to admit that most runners show out their conspicuous traits. And these decide if you are fit for running or not.
There would be some changes in your inner mind. Maybe you think the life you live right now should be like the old days. Perhaps you hope that you could live a better life with less sleep. Besides, running changes your feelings when you were in a big party.
We turn out to be runners because of many separate reasons. When you are over weight, running could be an efficient way to keep lean. Most of us believe in running because running would bring us healthier body condition. But not all the people will keep on running because it would do some harm to our body some times. Such as heart disease may reappear after tough running and this is what some patients worry a lot. If you don't try running, of course you don't know the wonderful feelings of it.
At morning time, since the sun has not come out, the concentration of carbon dioxide is very high and not good for healthy. The most suitable time may be 17-21 o'clock because it is little carbon dioxide. Because when it comes the time, the body temperature is highest and heart jump quickest. When the sun gets down, the air is clean and better for healthy. You can take food about half an hour running exercise. Fast walk 40 minutes after a meal can promote digestion. In autumn and winter, the amount of exercise must not be too large. Little sweat is healthier for healthy.
